NOTICE OF CHANGES AFFECTING YOUR CERTIFICATE (S) 



There have been several changes effective as of the 2006 sailing season that you should be aware of. They are as follows: 

JIB AND SPINNAKER MAXIMUMS: On Saturday April 2, 2005, Central Council passed a 
motion to change the maximum penalties for the Genoa and Spinnaker, effective January 1, 2006. The maximum allowable luff perpendicular without penalty on a genoa is now 155% of J. Previously 153%. The maximum allowable midgirth, without penalty, on a spinnaker is now 180% of J. Previously 183%. 
NOTE: Any spinnaker built before January 1, 2006 is grand fathered for the life of the sail. Spinnaker poles will not be grand fathered and may be affected by this change. 

HANDICAP INCREASE OF +6: On Saturday March 25, 2006, the members voted to increase all PHRF-LO Time on Distance handicaps by +6 to better match the rest of North America. The Time on Time formula has also been modified to ensure all PHRF-LO certificate holders maintain their 2005 Time on Time correction. See our web site for further details. 

NEW “LOOK” OF CERTIFICATE: After 20 years, we have finally upgraded our 
administrative program for processing certificates and analyzing race results. This upgrade has created a new “LOOK” for our certificates and a different way of reporting the information. 

NO EXPIRY DATE: You will also note that there is no date of expiration on the certificate. 
There is a notation at the bottom directing the holder to our web site “Valid List” to confirm the certificate is valid for the season in which it is being presented. 

NO YEARLY RE-PRINT: There will be no yearly re-printing of certificates. The information 
presented on the certificate will be considered “valid and current” until the PHRF-LO 
administration office has been notified otherwise and a new “revised” certificate has been issued.

INCREASE ALL HANDICAPS +6

    It has been well known for some time that the Central Council of PHRF-LO were interested in increasing all handicaps by 6 sec/nm. A committee was formed at the Annual General Meeting and the process was reviewed, tested and approved by the committee earlier this year. On March 25th, the membership was given all the relevant information and voted to accept this change as of 2006 season. What that means is that all PHRF-LO certificate holders will be issued a new certificate giving them an additional 6 sec/nm for both their Flying Sails (Spinnaker) and Non-Flying Sails (White Sail) handicaps.

    With this change also comes a change in the Time on Time multiplier from
685.411/(ASP+ 514.411) to
685.411/(ASP+508.411).

    This was done to ensure that all certificate holders maintain the same Time on Time value that they had in 2005. What this means is that if your handicap was 132 in 2005, with a Time on Time multiplier of 1.0603. Your 2006 handicap will be 138 with a Time on Time multiplier of 1.0603. In other words, the only change will be in the Time on Distance number.
    We suggest that all fleet splits also be increased +6 so that there is no change in the fleet make up for 2006.

Uwaga wszyscy właściciele jachtów:

    Proszę o potwierdzenie odnowienia lub wystawienia nowego tym, którzy jeszcze nie mieli, certyfikatu PHRF na rok 2006. Oplata $20 do skarbnika klubu przy odbiorze certyfikatu. Proszę również o zgłaszanie wszelkich zmian (np. nowe żagle), które mogą wpłynąć na zmianę przelicznika PHRF. Przypominam, że od sezonu 2006 zmianie ulegaja dopuszczalne wymiary żagli: genua : LP 155% (uprzednio 153%), spinaker: midgirth 180% (uprzednio 183%).

ODNAWIANIE CERTYFIKATÓW


    Zbliża się czas na odnawianie certifikatów. Zgodnie z decyzją Zarządu naszego Klubu, właściciele jachtów uczestniczących w regatach, w tym Klubowych, zobowiązani są do posiadania takiego certyfikatu. Proponuję aby niezbędne pomiary żagli przeprowadzone były w Klubie wykorzystując dość dużą powierzchnię sali. Wydaje się, że najlepszym czasem byłby okres po Heineken Regatta.
    Pomiary dotyczą :
1/ największego żagla przedniego,
2/ grota,
3/ spinakera,
4/ w przypadku używania jednocześnie dwóch żagli przednich zamiast spinakera, pomiary dotyczą również tego drugiego.
5/ dlugosci spinakerbomu,
6/ długości wytyku (whisker pole),
7/ danych o silniku i rodzaju śruby napędowej,
8/ podanie przez właściciela wszelkich informacji nt. jakichkolwiek zmian w wyposażeniu, osprzętu i takielunku jachtu, które są inne od standartowego ( np. zmiana silnika, masztu, bomu, żagli etc. - patrz definicje standard i modified boat poniżej).

WHAT IS PHRF LAKE ONTARIO

    PHRF (Performance Handicap Racing Fleet) Lake Ontario ratings are BOAT PERFORMANCE HANDICAPS. They are based upon the SPEED POTENTIAL of CLASSES of yachts. They are supposed to be determined from the actual observed performance of yachts on the race course. PHRF ratings are not intended to be a skipper or crew handicapping system or to compensate for poor sailing ability or inadequate equipment. (as in golf handicaps) PHRF ideally does not use formulae or measurements to arrive at ratings but uses race results to relate classes of yachts to their speed potentials. Thus yachts cannot become obsolete by newer or faster designs and PHRF ratings should be ideal for club and interclub racing. New yacht designs to Lake Ontario do go through some data manipulations and analysis for initial assessment. This analysis is valid only until adequate race results are provided for review and validation of the rating. A Standard Yacht meets certain criteria in that:
1) The rig hull and ballast are standard to the manufacture specifications.
2) The largest headsail without penalty has an LP of 153%
3) The spinnaker does not exceed 183%
4) The standard propulsion is either an outboard, which is retracted while racing, or a folding or feathering prop.
5) The spinnaker pole does not exceed the J with a standard spin.
6) The means of propulsion is capable of reaching SQRT(LWL)
7) Yachts with retractable keels must be capable of self-righting when the keel is retracted or the keel must be kept down while racing.
    The Standard Yacht then begins by receiving the SP for that class of yacht. Adjustments are then made for the various credits and debits to arrive at the actual sailed rating or ASP. PHRF is an honor system dependent on fair-minded yachtsmen and it is the sole responsibility of the owner to inform the handicapper of any changes in his yachts allowances. A protest committee may at any time demand to see the certificate and require that the boat and sails be measured to assure conformity. SP, ASP, and TOT are intended to represent well-equipped and sailed yachts. No credit is given for poor equipment, poor condition of the boat or inadequacies of skipper or crew. No attempt is made to favor one design over another. No encouragement is given to modify boats in any way to gain an advantageous rating. Yachts are expected to be raced with standard interior fittings in place (cushions, head, tanks etc.) and safety equipment (including anchor/rode) on board. The aim is to furnish each boat with a rating which fairly represents its speed potential, regardless of age, design, or origin.


WHAT IS A "STANDARD BOAT"?

    A standard boat is basically an unmodified boat with PHRF "standard equipment" (defined later). It is possible however, that a boat may not be considered "standard" even if it hasn't been modified. What can happen is that the first boat rated becomes the standard by default and subsequent boats, even if completely unmodified, may be slightly different and therefore not considered "standard". For example, later built boats might have improvements that change the rig or hull. It's common to have a variety of mast heights for a single type of boat over five or ten years of production. If the later boats still fit in within acceptable tolerances they may be considered standard, but if a significant change occurs, a new class category is generally initiated. We have, for example, four versions of Saber 28's, four versions of C&C 27's (the old type), and three versions of C&C 33's. Unfortunately manufacturers do not generally publicize these manufacturing changes so PHRF Handicappers must continue to come on board to make measurements just to keep the "standard" up to date.

WHAT IS A MODIFIED BOAT?

    A modified boat is a standard boat that has been changed in some way that might affect it's performance. Some boat "modifications" are ignored by PHRF and some require that a rating change be considered.PHRF - LO Version 5/99 PHRF Primer 3 Some of the modifications, which must be considered, are:
1. Modification to the shape of the hull, keel, or rudder. 2. Changes to the sail plan. This includes larger sails and bigger spars.
3. Structural changes that affect boats weights or weight distribution.
4. Changes in mechanical propulsion.
Boat modifications that are generally not considered are:
1. Headfoil systems.
2. Fairing and smoothing of the bottom.
3. Addition of sail handling gear such as winches, blocks, lines or sail track.
4. Additional sails no bigger than the maximum standard.
5. Sail material such as Mylar, Kevlar, Dacron, etc.
6. Cosmetic changes to the hull, interior, or rigging of the boat not affecting the speed of the boat.


DATABASES

    In PHRF-LO there are 2 separate databases used for processing a certificate. The standard boat (Boatprf.dbf) and the Owner's (Ownerprf.dbf) database file. These databases are completely separate but are both used to calculate an adjusted speed potential (ASP) for non-standard yachts. THE STANDARD BOAT (not necessarily the same as the yacht at your club) The standard boat (as described in the Handicappers Manual) is the basis for the ratings that are generated for each certificate. This database consists of the Boat class eg: C&C 27, Standard Rating (SP) and the measurements, which can be obtained either from the manufacturer brochure or by getting the measurements directly off the boat. The measurements must include the J, I, E, P, Length Overall, Length Waterline, Draft and Beam measurements, as well as the AK Factor and Displacement before a boat class can be added to the database. An Initial SP Assignment must be established by a district, submitted by the District Chief and entered into the database before a certificate application with that boat class can be processed. The 2 databases are linked only through the boat class name.


OWNER'S

    Each owner of a yacht that registers with PHRF-LO is entered into the Owner's database file and is given his/her own unique certificate number. The certificate and/or certificate number is generated for the owner not the boat. Therefore, changes can be made to reflect a new boat, new address, new sails etc. and he/she should always have the same certificate number, but not necessarily the same rating.



SP STANDARD RATINGS FOR STANDARD BOATS

    The SP rating for standard boats will be found in the Standard Boat Characteristics list as published from time to time. Dimensions for class boats shall be obtained from the manufacturers. Where this is impossible, the Handicappers Council shall make the determinations.


MODIFIED BOATS

    Many boats are not equipped as standard boats. The SP rating of a particular boat shall be adjusted according to the schedules that follow. The intent of the adjustment is to give a penalty to any alteration intended to make a boat sail faster or a credit to any alteration that can be expected to slow a boat.
